The first URL looks like maybe a WordPress blog to me and the second a shopping cart script although I have no idea which script. There are hosts that have one click auto install of both wordpress and many other scripts which can help you create whatever it is you’re wanting without knowing html.
I can probably tell you exactly where to go and what you’ll have the best luck using if you want to tell me a little more about what kind of site you plan on making?
It takes a lot of skill to create those websites you named, and it’ll be almost impossible for beginners like you who don’t know much about HTML, CSS and javascript.
I suggest you to take up web design classes or online tutorials to get started. Don’t be too ambitious at the start though, no one can make amazing websites at the beginning.
Dreamweaver is a good piece of software, you should first get yourself familiar with it, start with smaller and more practical projects and then move onto bigger and more ambitious ones.
